Relates to restrictions on class DJ and MJ licenses in the counties of Nassau and Suffolk by permitting such licensees to drive to and from school between the hours of five in the morning to nine o'clock in the evening.
Establishes a procurement goal that at least fifteen percent of all food and food products purchased by state agencies shall be New York state food products in the first and second year after such law takes effect, at least twenty percent in the third year and twenty-five percent thereafter.
Grants a sales and compensating use tax exemption for books, magazines, pamphlets and other school or library book fair items sold at a school book fair sponsored by a parent-teacher association or organization, booster club, or similar school-based association which supports school activities or sold at a book fair sponsored by library friends or foundations.

Relates to prohibiting the exclusion of coverage for losses or damages caused by exposure to lead-based paint; provides that no insurer licensed or permitted by the superintendent to provide liability coverage to rental property owners shall exclude coverage for losses or damages caused by exposure to lead-based paint.
Establishes a tax credit for individuals who serve or are employed as a direct support professional, or direct care worker, up to five thousand dollars for taxpayers who make less than fifty thousand dollars and phased out for individuals who make over one hundred thousand dollars.
Relates to additional apportionment of building aid for certain projects; defines an eligible school construction project as one that is entirely funded from capital outlays and has a total project cost of two hundred fifty thousand dollars or less.
