Enacts the "roadway excavation quality assurance act"; relates to workers on excavations; provides that utility companies or their contractors shall use competent workers and shall pay the prevailing wage on projects where a permit to use, excavate, or open a street is required to be issued.
Establishes the veterans' services law and the department of veterans' services; replaces all instances of the term "division of veterans' services" with the term "department of veterans' services".
Relates to creating the health emergency response data system, which collects information and statistical data relating to public health emergencies in order to assist the department of health, other government entities, health care providers, and the public in understanding and responding to public health emergencies.
Prohibits instruction on critical race theory within the state.
Repeals the excluded workers fund and appropriations made therefore.
Exempts certain senior citizen organizations from paying sales and compensating use taxes.
Prohibits the enactment of unfunded mandates for a period of three years; instructs the state comptroller to conduct a report on the annual fiscal impact enacted state legislation has on the revenues and expenses of local municipalities.
Requires that legislation which affects the revenues or expenses of a political subdivision contain a detailed fiscal impact note identifying the source of such annual cost to the political subdivision; further requires that any such legislation requires a 3/5 vote to pass.
Relates to the authority of the welfare inspector general to conduct investigations.
Relates to medical expenditure amounts and to county property tax levy reductions resulting from medical assistance program expenditure reductions.
