Relates to creating the health emergency response data system, which collects information and statistical data relating to public health emergencies in order to assist the department of health, other government entities, health care providers, and the public in understanding and responding to public health emergencies.
Removes the complete authority of the governor to appoint the entire parole board; provides that the parole board shall consist of twenty-four members of whom four shall be appointed by the governor, four members shall be appointed by the chief judge of the court of appeals, four members shall be appointed by the speaker of the assembly, four members shall be appointed by the temporary president of the senate, four members shall be appointed by the minority leader of the senate, and four members shall be appointed by the minority leader of the assembly.
Authorizes the board of trustees of the village of South Nyack, or its successor municipality to provide for a residential parking permit system to be in effect on the weekends and holidays between April first and October thirty-first and fix and require the payment of fees applicable to parking within the area in which such parking system is in effect; makes related provisions.
Provides for the confidentiality of personnel records of police officers, firefighters, correction officers and probation officers.
Provides a reimbursement to small businesses and residential consumers of certain utilities for failure to provide contracted services; requires the Long Island power authority to do the same.
Requires utility companies maintain a toll free number for consumers to call to report service outages which shall be made available 24 hours a day, 7 days a week.
Requires cell towers to be equipped with a back-up power source in case of a power outage.
Requires school districts to provide educational and support services to students with disabilities until such students turn twenty-three years of age.
Requires electric companies to provide alternative measures to ensure customers with documented need for essential electricity for medical needs have access to electricity during power outages; requires electric companies to provide generators or lodging for such individuals and transportation for medical devices.
Relates to establishing requirements for residential health care facilities during a state disaster emergency involving a disease outbreak; requires the department of health to issue guidance regarding precautions and procedures to maintain health and safety; establishes residential healthcare facility reporting requirements.
