Provides for state assistance to local governments for the enforcement of fire prevention and building codes using monies paid into the code enforcement account.
Establishes a tax credit for individuals who serve or are employed as a direct support professional, or direct care worker, up to five thousand dollars for taxpayers who make less than fifty thousand dollars and phased out for individuals who make over one hundred thousand dollars.
Provides that authorities having control of a fire department or fire company which provides emergency medical services may establish fees and charges for services.
Enacts the "roadway excavation quality assurance act"; relates to workers on excavations; provides that utility companies or their contractors shall use competent workers and shall pay the prevailing wage on projects where a permit to use, excavate, or open a street is required to be issued.
Establishes the Alex R. Jimenez New York state military immigrant family legacy program within the division of veterans' services.
Provides that any person interested in the grant or denial of discretionary release shall have the right to submit a written statement of views in support of or in opposition to the granting of discretionary release which the parole board may consider.
Relates to campaign funds for personal use.
Establishes the veterans' services law and the department of veterans' services; replaces all instances of the term "division of veterans' services" with the term "department of veterans' services".
Authorizes municipalities to offer real property tax credits to certain volunteers who live in one municipality but who serve in neighboring municipalities.
Provides that no decision of the board with respect to the granting of parole to a person sentenced to an indeterminate term upon conviction of a class A felony shall become effective for a period of thirty days, during which the governor may review the decision; authorizes the governor to only affirm, modify, or reverse the decision of the parole board on the basis of the same factors which the board is required to consider.
