Requires the department of health to publish certain reports on the department's website detailing sales of opioids sold in the state; requires the department of health to compile and publish on its website all reports submitted to the department detailing all opioids sold by a registrant in the state of New York including the initial report with transaction information from July 1, 2019 through December 31, 2019 and each annual report thereafter within ninety days.

Relates to ballots submitted in envelopes that are sealed with tape, paste or any other binding agent or device and have no indication of tampering.

Relates to youth programs sponsored by fire departments; provides that participants may respond to an emergency or hazardous activity, but shall remain in an appropriate and safe designated area that has been established by the chief or officer in charge; provides such participants cannot respond to an emergency on a vehicle using lights and/or sirens; provides such participants may not enter a burning structure; protects volunteer fire departments and fire companies from certain criminal and civil liability potentially arising from the operation of a youth program.

Relates to ballots where the express intent of the voter is unambiguous.

Requires public entities to maintain a stock of opioid antagonists to be adequate to ensure ready and appropriate access for use during emergencies.

Relates to financial responsibility for human postexposure treatment for rabies; provides health care providers shall accept payments by the county health authority for human post exposure treatment at a rate set by the commissioner of health; provides that such reimbursement shall be no less than the Medicaid rate.

Enacts the Trevyan Rowe child and young teen mental health community safety act"; directs boards of education to create policies, procedures, and guidelines for at-risk children and young teens who have demonstrated suicidal ideation, been victims of harassment or bullying, and/or who have eloped from school property; establishes a commission to evaluate the safety and security of children in primary and secondary public and private schools in this state.

Requires potable water testing at state and local parks at least once every three years and any finding of lead contamination must be abated within ninety days.

Relates to the general powers and duties of the canal corporation; requires the canal corporation to cause the locks and lift bridges of the canal system to be operated May first through November fifteenth annually; requires the canal corporation to maintain and preserve the Erie Canal's historic resources; permits certain usage of the canal system's state drydocks, travel lifts, and other facilities for commercial boat companies.

Establishes the clinical trial access and education fund to provide grants to eligible applicants to provide certain services for patients with life-threatening or disabling conditions or diseases.
