Prohibits the use of intoxication of the victim as a defense in sex crimes where the victim is under the extreme influence of any substance which renders them incapable of appraising or controlling his or her conduct and incapable of clearly expressing lack of consent.
Creates some exceptions for excused leave for certain purposes.
Enacts "Bryan Johnson's law"; includes prior convictions of operation of a vessel while under the influence of alcohol or drugs as prior convictions of driving while intoxicated.
Provides that for the two thousand twenty-two--two thousand twenty-three school year, the two thousand twenty-three--two thousand twenty-four school year, and the two thousand twenty-four--two thousand twenty-five school year, surplus funds as used in this subdivision shall mean any operating funds in excess of five percent of the current school year budget, and shall not include funds properly retained under other sections of law.
Requires a call-blocking service to be provided in state contracts that include procurement of a voice service; provides that a voice service provider shall not be subject to civil or criminal liability for failure of a call-blocking service to block a call, or mistakenly blocking a call that should not have been blocked.
Relates to the definition of elevated blood lead levels; provides that elevated lead levels means a blood lead level greater than or equal to 3.5 micrograms of lead per deciliter of whole blood or such lower blood lead level as may be established by the department of health pursuant to rule or regulation.
Requires a caller making a report of suspected child abuse or maltreatment to the central registry to leave their name and contact information; prohibits the office of children and family services from releasing information identifying a person who made such a report.
Establishes the "New York public banking act"; authorizes municipal and other local governments to form and control public banks through the ownership of capital stock or other ownership interests, and to loan or grant public funds or lend public credit to such public banks for the public purposes of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
Provides for prevention and screening for elevated lead levels in children.
Relates to the statute of limitations for actions based on discriminatory practices in employment; establishes action must be commenced within six years.
