Prohibits the adjustment of maximum allowable rent where any modification, increase or improvement is made to accommodate the needs of a disabled tenant; defines disabled tenant.

Expands the eligibility period for indigent legal service attorneys to receive certain loan forgiveness; increases loan reimbursement for certain attorneys who work in legal services with indigent clients.
Increases membership on the board of the metropolitan transportation authority, including members representative of commuters' advisory councils.
Expands eligibility for temporary disability insurance and paid family leave benefits; makes conforming technical changes.
