Prohibits proceeds from the auction or sale of carbon dioxide emission allowances pursuant to New York's participation in the regional greenhouse gas initiative (RGGI) from being transferred into the state general fund; provides that if such proceeds are transferred to the state general fund, they shall be used for the purposes directed by the RGGI.

Establishes the offense of unsolicited disclosure of an intimate image as a violation; requires sexual harassment prevention training for individuals convicted of such offense.
Requires that the siting, construction and establishment of methadone program facilities in cities with a population of one million or more be disbursed in the boroughs of such cities in proportion to the population of each such borough.

Enacts The New Deal for CUNY; increases the ratio of faculty and mental health counselors to full-time students; requires that certain amounts of tuition be replaced by federal, state, and city funds.
Establishes the Community Violence Intervention and Prevention Act; provides findings for evidence-based and evidence-informed health programs from hospital-based and community-based programs.
Establishes a tax credit for employment of an individual who has successfully completed a judicial diversion substance abuse treatment program or graduated from drug court.
Enacts the "roadway excavation quality assurance act"; relates to workers on excavations; provides that utility companies or their contractors shall use competent workers and shall pay the prevailing wage on projects where a permit to use, excavate, or open a street is required to be issued.
Requires the department of agriculture and markets to develop and maintain a directory of New York state farms and farm products instead of a database.
