Prohibits the use of intoxication of the victim as a defense in sex crimes where the victim is under the extreme influence of any substance which renders them incapable of appraising or controlling his or her conduct and incapable of clearly expressing lack of consent.
Establishes the "New York public banking act"; authorizes municipal and other local governments to form and control public banks through the ownership of capital stock or other ownership interests, and to loan or grant public funds or lend public credit to such public banks for the public purposes of achieving cost savings, strengthening local economies, supporting community economic development, and addressing infrastructure and housing needs for localities.
Establishes the "pollution justice act of 2022"; implements a plan to replace peaker plant electric generating facilities with renewable energy systems.
Relates to the purchase of zero-emission buses and the procurement of electric-powered buses, vehicles or other related equipment.
Makes various provisions regulating equitable siting of environmental facilities; requires environmental impact statements to state whether the siting of a facility will cause or increase a disproportionate burden on disadvantaged communities.
Establishes the electric landscaping equipment rebate program to reduce greenhouse gas emissions, improve air quality, and reduce noise pollution by promoting the adoption of quieter, zero-emission landscaping equipment; provides for rebates at the point of sale for applicants purchasing or leasing certain equipment; provides for the repeal of such provisions upon expiration thereof.
Requires that provision be made for pregnancy termination procedures insurance coverage in every individual or group hospital, surgical or medical policy, or hospital service or medical expense indemnity contract of a service corporation, only where any such policy or contract offers maternity care coverage.
Enacts the student suicide prevention act; requires the governing board or body of every local educational agency serving students in grades seven to twelve, to adopt policies, procedures and guidelines on student suicide prevention, intervention and postvention for students in such grades.
Establishes an excluded worker unemployment program and an excluded worker unemployment program fund to provide wage replacement to workers that do not qualify for unemployment insurance or other worker wage assistance programs and who have lost a major source of income due to lost work.
Requires applicants for major projects located near a disadvantaged community to submit an enhanced public participation plan.
