Enacts The New Deal for CUNY; increases the ratio of faculty and mental health counselors to full-time students; requires that certain amounts of tuition be replaced by federal, state, and city funds.
Relates to establishing speed limits in cities with populations in excess of one million people by easing restrictions so cities can establish speed limits below twenty miles per hour.
Relates to the taxation of vapor products; provides for the licensing of vapor products distributors; imposes certain tax return filing requirements on vapor products distributors; provides for enforcement powers.
Permits municipalities to enforce licensure requirements of retail dispensaries by closing retail locations which sell cannabis without a license; allows seizure of the instrumentality of the unlawful sales, including real estate.
Directs the cannabis control board not to issue any license, permit or registration for retail dispensaries of cannabis until the cannabis control board reviews and closes businesses which are selling cannabis without a proper license or permit.
Grants campus peace officers employed by the city university of New York police powers on its campuses and other property of the city university, including any portion of a public highway which crosses or abuts such property.
Requires all limited use motorcycles sold in the State of New York be registered; relates to registration fees; authorizes the commissioner of motor vehicles to promulgate regulations.
Relates to an electronically submitted absentee ballot application and absentee ballot.
Establishes a mollusk shell recycling tax credit; directs DEC to promulgate necessary regulations.
