Directs the New York state energy research and development authority to establish a ride clean rebate program for electric assist bicycles and electric scooters; defines terms; provides a fifty percent rebate for eligible purchases.

Requires the use of a fire-resistant blanket, bag or container when charging a bicycle with electric assist or an electric scooter; requires sellers of such vehicles to include a fire-resistant blanket, bag, or container with the sale of each e-bike or e-scooter; establishes fines.
Requires batteries for bicycles with electric assist and electric scooters to be tested and approved by certain testing laboratories.
