Requires that all special education students attending schools scheduled to be closed or to undergo a significant change be assigned to new schools prior to the implementation of the closing or change.

Authorizes up to two percent of mobile sports tax revenue, but not more than twenty-three million dollars, be used for youth team sports funding to be distributed by county youth bureaus, city of New York's department of youth and community development, and an organization which supports and invests in programs that use sports as a vehicle for youth development and social change.

Enacts the "anti-slumlord act" which prohibits the acquisition of residential property by property owners with outstanding immediate hazardous violations; defines terms; establishes and requires a compliance certification form; sets forth recording requirements; provides for enforcement of provisions by the attorney general.

Requires all state and private agencies with mandatory reporters of incidents involving vulnerable people to retrain all staff on reporting to a 9-1-1 operator and the county district attorney's office and state and private websites; requires written materials to be updated.
