Creates a tax credit for small businesses which suffer a financial loss due to state or local infrastructure projects

Creates a tax credit for small businesses which suffer a financial loss due to state or local infrastructure projects; provides that to qualify for such credit the business shall have suffered a financial loss of at least twenty-five percent of their projected revenue for the taxable year as a direct result of such state or local infrastructure project.

Requires the statewide MWBE certification process to be expedited by completing certification within thirty days and directs the outsourcing of certain certification functions

Requires the completion of the process of certification as a minority- or women-owned business enterprise to be completed within thirty days of submission of a final, completed application and directs the director of the division of minority and women's business development in the department of economic development to establish a procedure enabling the division to expedite the statewide MWBE certification process by outsourcing certain certification functions to local MWBE consultants and/or to appropriate chambers of commerce and other organizations focused on minority- and women-owned business enterprises.
