Requires limited use motorcycles to be registered at point of sale

Maddy summaryThis bill requires dealers to register limited use motorcycles at the time of sale within New York State. Under the new rules, these vehicles must be officially registered immediately when purchased from a dealer, rather than waiting for the buyer to handle the process later. The legislation also sets the annual registration fee at $25.50 and mandates that dealers collect a signed declaration from buyers who intend to use the motorcycle exclusively outside of New York. These changes aim to streamline the registration process for specific types of motorcycles while maintaining oversight through dealer involvement.

Relates to HIV related testing requirements

Maddy summaryThis bill updates New York State laws to ensure that anyone ordering an HIV test must first inform the person being tested that the test is voluntary and that they have the right to refuse it. Healthcare providers must provide clear, accessible information about HIV transmission, available treatments, confidentiality protections, and prevention options like PrEP and PEP before conducting the test. The legislation also mandates that positive test results be accompanied by counseling and referrals for medical care, while negative results include information on preventing future infection. These requirements apply to most testing situations but include specific exceptions for medical research, deceased individuals, and certain occupational exposure scenarios.

Relates to authorizing the use of certain alternative project delivery methods

Maddy summaryThis bill expands the New York City Public Works Investment Act to allow the use of alternative project delivery methods, specifically design-build and construction manager build, for certain large-scale infrastructure projects. It authorizes the Department of Design and Construction to use these methods for water and sewer infrastructure projects costing at least ten million dollars and for cultural or library renovations costing at least five million dollars, provided they utilize project labor agreements. The legislation clarifies that these contracts must be awarded through open and competitive processes while ensuring that all tiers of contractors comply with labor agreements and prevailing wage requirements. Additionally, the bill outlines specific procedures for evaluating proposals and includes provisions to consider participation by minority- and women-owned businesses and small enterprises.
