Relates to materially deceptive media in political communications

Maddy summaryThis bill requires anyone distributing politically deceptive media to clearly label it as manipulated, ensuring the warning is visible in videos or audible in audio formats. It specifically exempts satire, bona fide news reporting, paid broadcasters who pass along their own disclaimer rules, and initial platforms that make a good faith effort to verify content. The law also allows individuals whose likeness appears in such media to seek court orders to stop its distribution and recover legal fees, with courts required to expedite these cases before an election. However, the bill explicitly states that entities are not required to edit or label content if doing so would violate federal law.

Authorizes boards of elections to establish absentee ballot drop-off locations

Maddy summaryThis bill authorizes local election boards to set up secure drop boxes where voters can return their completed absentee ballots in person. It requires these boards to post the locations of the new drop-off sites on their websites and directs the state to create rules ensuring the boxes are secure and properly managed. The law also clarifies that ballots deposited in these boxes before the polls close are considered timely and must be counted, even if they lack a postal service postmark. Additionally, the bill updates the definition of how absentee ballots can be delivered to include depositing them in these authorized receptacles.

Authorizes the direct intrastate and interstate shipment of alcoholic beverages

Maddy summaryThis bill authorizes the direct shipment of liquor, cider, mead, and braggot across state lines into New York, expanding on existing rules that already allow wine to be shipped directly to consumers. To participate, out-of-state distilleries must obtain a specific license from the state authority, pay an annual fee, and agree to ship no more than thirty-six cases per year to residents who are at least twenty-one years old. The legislation requires strict safety measures, including age verification at delivery, clear labeling on shipping containers, and the maintenance of detailed records for tax and audit purposes. Additionally, the bill establishes that these sales are subject to New York state and local taxes, ensuring that revenue is collected at the point of delivery.
