Establishes the civil right to counsel in eviction proceedings in New York state; creates the New York state office of civil representation; requires that covered individuals be given notice of such right to counsel.

Prohibits a public officer or member of the legislature from have a building or space named after himself or herself while he or she holds public office based on the fact that such person was responsible for securing public funds for the person or entity involved in naming the building or for securing public funds for the person's or entity's cause or agenda.
Establishes requirements for certain contracts involving DOCCS and third-party care package vendors; prohibits vendors from charging more for a product than the price of the same or similar item in the commissary plus actual shipping costs.
Requires the installation and maintenance of playground equipment by the New York city housing authority to substantially comply with the guidelines and criteria contained in the handbook for public playground safety produced by the United States Consumer Products Safety Commission or any successor thereof.
Limits certain state aid for universities with large endowments except to fund tuition assistance programs.
