Creates a bill of rights for people with developmental disabilities who reside in residences certified or approved by the office for people with developmental disabilities.

Requires all funds received by the state as the result of a settlement or a judgement in litigation against opioid manufacturers, distributors, dispensers, consultants or resellers shall be deposited into the opioid settlement fund, and that such funds shall not supplant or replace existing state funding.
Authorizes the dormitory authority to provide financing to the Sandy Ground Historical Museum for the restoration or replacement of the museum building.
Authorizes pharmacists to provide immunizations which are recommended by centers for disease control and prevention to patients eighteen years or older.
