Establishes the crime of aggravated resisting arrest as where a person intentionally prevents or attempts to prevent a police officer or peace officer from effecting an authorized arrest of such person or another person through the use of physical force, where such authorized arrest is for a crime which is a felony.
Requires the office of mental health, office of alcoholism and substance abuse services and the department of education to create a behavioral health website which shall provide information on various behavioral health issues such as depression, eating disorders, anxiety, schizophrenia, post-traumatic stress disorder and bipolar disorder.
Provides that it shall be a felony for any person to release personal data without consent.
Prohibits municipalities from transferring primary investigating authority of vehicle collisions that result in serious injury or death from the police to a non-law enforcement agency.
Establishes a tax credit of $500 for taxpayers who received unemployment insurance benefits during the COVID-19 pandemic.
Relates to exemptions from sales and use tax for books, candy, pictures, posters, trinkets, or any item containing a logo, collectable or seasonal item sold at a book fair or program.
Relates to mayoral control of the city school district of the city of New York by reducing the number of appointees selected by the mayor and establishes an advisory study group to report on the Panel for Educational Policy every five years; requires that the mayor appoint a chancellor only after consulting with the Panel for Education Policy; requires that someone appointed chancellor have teaching experience.
Relates to establishing a child care tax credit; credit shall be twenty-five percent of the expenses of child care.
Expands the monitoring of student incidents within the online occurrence reporting system to maintain and store data for the entirety of a student's elementary and secondary education, in order to allow school principals to identify repeated incidents of behavior and determine if additional support or intervention is needed.
Enhances the penalties for crimes committed during a riot.
