Establishes the COVID-19 recovery commission to determine how much funding to seek and new issuances that will be sold to the Federal Reserve Municipal Liquidity Facility and to gather information, testimony, advice and other input to make allocation decisions in respect of the new funding and recovery efforts related to novel coronavirus, COVID-19; requires the commission to report its findings to the governor and legislature monthly.

Establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents; provides for administrative structure of the plan; provides for powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination; establishes the New York Health Trust Fund which would hold monies from a variety of sources to be used solely to finance the plan; enacts provisions relating to financing of New York Health, including a payroll assessment, similar to the Medicare tax; establishes a temporary commission on implementation of the plan; provides for collective negotiations by health care providers with New York Health.
Relates to allowing prescriptions for controlled substances that are normally restricted to a thirty-day supply to be issued for greater than a thirty-day supply during a state of emergency.

Relates to the licensure of athletic trainers; adds athletic trainers to the list of persons and officials required to report cases of suspected child abuse or maltreatment.
Requires members of the metropolitan transportation authority police force to wear body cameras and for such camera to be on at all times during the officer's shift; directs the chief of the metropolitan transportation authority police force to promulgate rules and regulations pertaining to such body cameras.
Establishes the Emergency Coronavirus Affordable Housing Preservation Act of 2020 to implement protections to reduce the harm to New York residents and ensure safe, decent, sanitary, affordable housing and financial stability during the novel coronavirus disease, COVID-19, crisis and all other public emergencies.
Provides a COVID-19 relief tax credit to certain renters and residential rental property owners in an amount equal to one thousand five hundred dollars for the two thousand twenty taxable year and seven hundred fifty dollars for the two thousand twenty-one taxable year.
Prohibits the rent guidelines board from increasing rents on one and two year leases during a state disaster emergency.
Requires certain perils be covered under business interruption insurance during the coronavirus disease 2019 (COVID-19) pandemic.
