Modifies the standard of evidence and certain other procedures when determining whether to revoke the community supervision of a person.

Establishes the empire state inclusive value ledger establishment and administration act to create a master account and system of individual wallets to make and receive payments to state entities and residents of the state; authorizes the disbursement of a portion of unclaimed remittances to workers who have been furloughed or unable to work due to Coronavirus.
Suspends all rent payments for certain residential tenants and small business commercial tenants if such tenant has lost employment or was forced to close their place of business and certain mortgage payments for landlords of such tenants in the state for ninety days following the effective date of this act in response to the outbreak of coronavirus disease 2019 (COVID-19).
Requires state and municipal facilities program grants be issued only with governor, senate or assembly sponsor.
Allows all libraries of public institutions of higher learning, the state library, and Indian libraries to be open to the public for providing census-related services including the use of computers, secure internet access, census information services and translation services; no fees shall be assessed.
Provides that on each seasonal and decorative lighting product manufactured, sold or delivered by a manufacturer or distributed in this state that contains an electrical cord casing in which lead is used, there shall be a warning label; defines terms; provides for civil penalties.
Relates to establishing the housing access voucher program; provides that the commissioner of the division of housing and community renewal shall implement a program of rental assistance in the form of housing vouchers for eligible individuals and families who are homeless or who face an imminent loss of housing; provides that the commissioner shall designate public housing agencies in the state to administer the program.
Provides procedures to be followed in appointing a hearing officer for removal and disciplinary action against certain public employees not in the service of the city of New York, including the use of a member of the American Arbitration Association as the hearing officer and the fees to be paid therefor; provides for suspension, with pay, pending the determination except where the employee has entered a guilty plea to a felony crime involving criminal sale or possession of a controlled substance.
Requires that restaurants only provide single-use plastic straws to customers when explicitly requested by the customer; prohibits single-use plastic stirrers.
Relates to creating a private right of action for unconsented removal or tampering with a sexually protective device.
