Enacts the "Renewable Capitol act"; requires the office of general services, in consultation with the power authority of the state of New York, to ensure that all operations that power, heat or cool the empire state plaza complex shall entirely use renewable energy systems; requires the office of general services to establish an advisory committee to advise the office of general services on the preparation, design and content of a plan for the use of renewable energy systems.

Enacts the "Bedford-Stuyvesant cultural district act" in relation to establishing the Bedford-Stuyvesant cultural district and creating the Bedford-Stuyvesant cultural district stakeholders council and the Bedford-Stuyvesant youth cultural leadership council; makes an appropriation therefor.

Authorizes a member to obtain up to three years of service credit for prior paid police service within the United States with an accredited police agency outside of the state of New York; requires a member to have at least five years of credited service to be eligible to receive such credit.
