Relates to commissaries and canteens at correctional institutions; provides that items for sale at a commissary or canteen shall be sold for market value; provides that money placed into an incarcerated individual's commissary or canteen account or fund shall only be used for purchasing items or goods.
Relates to providing voice communication services to incarcerated individuals in state correctional facilities at no cost; requires agencies charged with the operation and management of state and local correctional facilities and juvenile detention facilities to provide persons in their custody with voice communication service at a minimum of 90 minutes per day.
Creates the New York state private not-for-profit special education schools revolving loan fund to provide zero interest loans to private not-for-profit special education schools in NYC to cover a portion of tuition costs for up to two years; appropriates two hundred million dollars.
Establishes the crime of voyeurism in the first and second degree which is defined as when someone for their own amusement, entertainment, profit, sexual arousal or sexual gratification trespasses for the purpose of viewing a person dressing or undressing or the sexual or other intimate parts of such person at a place and time when such person has a reasonable expectation of privacy, without such person's knowledge or consent.
Relates to expiration dates of orders of protection and the duration of temporary orders of protection in juvenile delinquency cases; requires expiration dates for orders of protection under certain articles of the family court act to be plainly stated; provides that a temporary order of protection in juvenile delinquency cases may remain in effect for an initial period of up to thirty days and may be extended by the court for good cause, upon notice to the juvenile.
Relates to the regulation of street vendors in cities with a population of one million or more by authorizing such cities to adopt a program to regulate street vendors; requires street vendors to obtain a permit; provides for penalties for failure to comply with such regulations.
Establishes a tax credit for individuals who serve or are employed as a direct support professional, or direct care worker, up to five thousand dollars for taxpayers who make less than fifty thousand dollars and phased out for individuals who make over one hundred thousand dollars.
Relates to establishing the housing access voucher program; provides that the commissioner of the division of housing and community renewal shall implement a program of rental assistance in the form of housing vouchers for eligible individuals and families who are homeless or who face an imminent loss of housing; provides that the commissioner shall designate public housing access voucher local administrators in the state to administer the program.
Enacts The New Deal for CUNY; increases the ratio of faculty and mental health counselors to full-time students; requires that certain amounts of tuition be replaced by federal, state, and city funds.
Provides a New York state residential property tax relief act for public education aid apportionment for certain school years; provides for the repeal of such provisions upon the expiration thereof.
