Enacts the student suicide prevention act; requires the governing board or body of every local educational agency serving students in grades seven to twelve, to adopt policies, procedures and guidelines on student suicide prevention, intervention and postvention for students in such grades.
Authorizes United States citizens currently residing outside the United States whose last residence in the United States was in the state of New York to vote in certain federal elections.
Enacts the "access to comprehensive cancer enhanced services strategy (ACCESS) demonstration project" to assure more equitable access to specialized cancer care; makes related provisions.
Creates the New York state school resource officer program for school districts outside of New York City; requires retired police officers be certified by the department of education to become school resource officers; allows retired police officers employed as school resource officers to carry a firearm on school grounds given an appropriate license; relates to the earnings limitations for retired police officers employed as a school resource officer.
Establishes an excluded worker unemployment program and an excluded worker unemployment program fund to provide wage replacement to workers that do not qualify for unemployment insurance or other worker wage assistance programs and who have lost a major source of income due to lost work.
Requires applicants for major projects located near a disadvantaged community to submit an enhanced public participation plan.
Enacts the reproductive health care facilities and religious worship access act; provides that the crime of criminal interference with health care services or religious worship shall be established by the mens rea of knowingly injuring, intimidating or interfering with a person obtaining or providing or assisting in obtaining or providing reproductive health services; includes in the definition of such crime engaging in a course of conduct or repeatedly committing acts within twenty-five feet of the premises of a reproductive health care facility; defines such premises; provides for a civil cause of action for any person harmed by conduct constituting such a crime.
Relates to the former crime of loitering for the purpose of engaging in a prostitution offense; expunges criminal records for persons previously convicted of such crime; directs the chief administrator of the courts to provide information regarding such expungement; adds language to identify that the crime of loitering for the purpose of engaging in a prostitution offense is no longer in law.
Establishes criteria for the use of automated employment decision tools; provides for enforcement for violations of such criteria.
Expands the health department's review of correctional health services by including a biennial study of health care staffing at facilities operated by the department of corrections and community supervision.
