Provides that the board of elections shall transfer a registration and enrollment of a voter to wherever they move in the state, even if the voter moves to a new county.

Relates to enacting the "Gender Recognition Act"; repeals certain provisions of the vehicle and traffic law relating to driver's licenses.
Creates a temporary state commission to study and investigate sexual misconduct in state correctional facilities among inmates and employees and shall devise a reporting system for notification of such misconduct to appropriate authorities; establishes duties and membership of such commission.
Increases the child and dependent care tax credit for taxable years beginning in 2019.
