Establishes the New York Health program, a comprehensive system of access to health insurance for New York state residents; provides for administrative structure of the plan; provides for powers and duties of the board of trustees, the scope of benefits, payment methodologies and care coordination; establishes the New York Health Trust Fund which would hold monies from a variety of sources to be used solely to finance the plan; enacts provisions relating to financing of New York Health, including a payroll assessment, similar to the Medicare tax; establishes a temporary commission on implementation of the plan; provides for collective negotiations by health care providers with New York Health.
Directs the office of information technology services to establish a gun violence alert system to be added to the emergency alert notification system, known as alert.ny.gov or NY-Alert to provide real-time warnings and emergency information pertaining to gun violence to citizens of New York State.
Establishes a division of early childhood within the office of children and family services to coordinate, consolidate and integrate early childhood programs.
Provides that an employer may not take retaliatory action against a person who protests against or discloses any bribery or attempted bribery of a public official.
Provides for increased participation in state contracts and subcontracts by certified minority and women-owned business enterprises; relates to certain performance and payment bond requirements.
Relates to excused absence of a public employee for mental health purposes.
Provides that no law enforcement agency shall use a chemical incapacitant except for pepper spray; defines terms.
Relates to granting the attorney-general jurisdiction to investigate and prosecute police misconduct.
Relates to the right to safe, clean, affordable, and accessible water adequate for human consumption, cooking, and sanitary purposes.
