Relates to the closure of hospitals; includes general hospitals, emergency or maternity departments or the surrender of an operating certificate.
Requires that provision be made for pregnancy termination procedures insurance coverage in every individual or group hospital, surgical or medical policy, or hospital service or medical expense indemnity contract of a service corporation, only where any such policy or contract offers maternity care coverage.
Authorizes municipalities to construct and maintain broadband and related telecommunications infrastructure, or to contract with a corporation or nonprofit organization for such services; authorizes municipalities to issue and sell bonds or other municipal obligations to provide funds for such services.
Establishes an excluded worker unemployment program and an excluded worker unemployment program fund to provide wage replacement to workers that do not qualify for unemployment insurance or other worker wage assistance programs and who have lost a major source of income due to lost work.

Relates to the regulation of street vendors in cities with a population of one million or more by authorizing such cities to adopt a program to regulate street vendors; requires street vendors to obtain a permit; provides for penalties for failure to comply with such regulations.
Relates to establishing the housing access voucher program; provides that the commissioner of the division of housing and community renewal shall implement a program of rental assistance in the form of housing vouchers for eligible individuals and families who are homeless or who face an imminent loss of housing; provides that the commissioner shall designate public housing access voucher local administrators in the state to administer the program.
Enacts The New Deal for CUNY; increases the ratio of faculty and mental health counselors to full-time students; requires that certain amounts of tuition be replaced by federal, state, and city funds.
Provides eligibility for services under the basic health program for individuals whose immigration status renders him or her ineligible for federal financial participation and who meet additional requirements.
