Enacts the student suicide prevention act; requires the governing board or body of every local educational agency serving students in grades seven to twelve, to adopt policies, procedures and guidelines on student suicide prevention, intervention and postvention for students in such grades.
Establishes the clean fuel standard of 2022; provides such standard is intended to reduce carbon intensity from the on-road transportation sector by 20% by 2030, with further reductions to be implemented based upon advances in technology.
Permits a retired member to change his or her option election or designate a new beneficiary where the beneficiary has been convicted of a family offense.

Requires school districts in the state to complete an analysis to determine learning loss and delayed educational progress for students who participated in an individualized learning plan and did not receive in-person learning due to the COVID-19 state disaster emergency; requires such analysis to be submitted to the commissioner.
Requires certain documents and forms to be provided in the twelve most common non-English languages spoken by limited English proficient immigrants of five years or less according to the American community survey, as published by the United States census bureau.

Establishes Nicole's law, which provides for intake and discharge procedures regarding individuals with self-inflicted, life-threatening injuries.
Relates to the regulation of street vendors in cities with a population of one million or more by authorizing such cities to adopt a program to regulate street vendors; requires street vendors to obtain a permit; provides for penalties for failure to comply with such regulations.
Relates to establishing the housing access voucher program; provides that the commissioner of the division of housing and community renewal shall implement a program of rental assistance in the form of housing vouchers for eligible individuals and families who are homeless or who face an imminent loss of housing; provides that the commissioner shall designate public housing access voucher local administrators in the state to administer the program.
