Seeks to comply with the federal equal pay act of 1963 by implementing a state policy of compensating employees in state service equally for work of comparable value by eliminating wage inequality in job titles having been segregated by sex, race or national origin; requires the president of the civil service commission to report annually to the legislature and the governor on those segregated titles for which wage disparity exists; mandates governor to appropriate monies to ensure wage disparities are corrected.
Establishes a maternal mortality review board for the purpose of reviewing maternal deaths and severe maternal morbidity; the board shall review factors leading to death and preventability and develop strategies for reducing the risk of maternal mortality.
Requires board of parole administrative appeal findings and recommendations to be published on a website with a word-searchable database and provided to correctional facility law libraries on a quarterly basis.
Relates to expanding prison work release program eligibility and participation.
Requires the parent or guardian of any child entering pre-kindergarten, kindergarten, second or fourth grade to provide proof to school districts including special education schools that such child has been screened for lead.
Relates to inmate wages; provides that inmates shall be compensated at a base rate of $1.20 to $10 per day and shall be given biannual raises for adequate performance; and provides that inmates not participating in a work or program assignment due to age or frailty shall be paid $1.00 per day, adjusted every 5 years for cost of living.
Establishes a pilot project for placement of inmates close to home; provides that such project would house inmates who are parents of minor children in the correctional facility located in closest proximity to the primary place of residence of any such inmate's minor child or children.
