Creates the New York state commission on sex offender supervision and management; provides that such commission shall consist of thirteen members; requires the commission to make a report of its findings.

Provides for limitations on investments of public pension funds and state contracts; prohibits the investment of the available monies of the common retirement fund in any stocks, securities, equities, assets or other obligations of any corporation or company, or any subsidiary, affiliate or parent of any corporation or company, engaged in the boycott of Israel, including Iran-restricted companies and Sudan-restricted companies; prohibits any firm, partnership or corporation that boycotts Israel, that is an Iran-restricted company or that is a Sudan-restricted company from contracting with the state.
Relates to the department of correction and community supervision's role with respect to discharge planning to assist inmates in obtaining housing before release to community supervision.
Requires health care providers to inform eligible patients who have tested positive and who are at high risk of severe illness from COVID-19 of the option for monoclonal antibody treatment and to administer such therapy or assist the patient in obtaining the treatment from another provider.
Authorizes visitation at all general confinement correctional facilities seven days a week.
Postpones the New York city 2020 tax lien sale until one year after the COVID-19 state of emergency has been lifted.
