Provides for a line of duty presumption for disabilities of deputy sheriffs in certain cities

Maddy summaryThis bill establishes a legal presumption that heart diseases causing disability or death among deputy sheriffs in cities with populations of one million or more were incurred while performing their duties. To qualify, the employee must be part of a competitive civil service list, have passed a physical exam upon entry that showed no signs of the condition, and the claim must not be covered under workers' compensation or labor laws. If the presumption is met, the affected deputy sheriff would receive a pension equal to three-fourths of their final average salary upon retirement. The legislation applies only to these specific large cities and does not affect other law enforcement agencies or disability claims outside this scope.

Requires the installation of smoke detectors in common places of certain dwellings

Maddy summaryThis bill mandates the installation of working smoke detectors in shared areas of multi-unit buildings and condominiums across the state. It specifically requires these alarms to be placed in common spaces like hallways, lobbies, and stairwells where the sound is audible to all residents. The law also updates rules for property transfers, ensuring that sellers provide an affidavit confirming compliance when selling a home or apartment. Additionally, the bill clarifies that failing to install these detectors does not void property warranties or insurance claims.

Removes the requirement that a veteran served during wartime to be granted certain benefits

Maddy summaryThis bill expands eligibility for state veterans' benefits by removing the requirement that a veteran must have served during a declared wartime conflict. Under the new law, individuals who served in the U.S. armed forces are now considered veterans regardless of whether their service occurred during a specific war period. The legislation also broadens the definition of a veteran to include those who received expeditionary medals for operations in Lebanon, Grenada, and Panama, as well as certain discharged LGBT veterans with non-dishonorable discharges. State and local veterans' service agencies are tasked with assisting these residents and their families in accessing education, healthcare, employment, and other support services.
