Establishes the marine electric propulsion health and environmental impact program to provide education, advocacy and increased awareness of the environmental and health impacts of marine electric propulsion systems.
Establishes the New York state diplomas to homeownership assistance program; provides awards of up to fifteen thousand dollars to eligible applicants for repayment on student loans; makes an appropriation therefor.
Authorizes counties to impose fees for performing drug tests and utilizing electronic monitoring equipment.
Directs the commissioner of transportation, in consultation with the commissioner of the office for people with developmental disabilities, to conduct a statewide study and review of the transportation of individuals with developmental disabilities.
Requires development of a statewide disparity study regarding the participation of minority and women-owned business enterprises in state contracts.
Reimburses counties who have purchased or will purchase Medicaid fraud detection software.
Relates to the quantity of disabled person plates issued to a disabled person.
Requires the deposit, into the dedicated highway and bridge trust fund, of a portion of the sales tax collected on each gallon of motor fuel sold at retail; increases the amount to be deposited over time.
Relates to excise tax on telecommunication services (Part A); relates to temporary municipal assistance sales and compensating use taxes for cities of one million or more on telecommunication services (Part B).
Allows any qualified person to apply for voter registration and enrollment by application made with an application for any hunting or fishing license.
