Requires the department of health to conduct 40% of its inspections on nursing homes outside of business hours; requires department of health inspections of nursing homes to be conducted without prior notice to a nursing home; requires an annual nursing home inspection report.

Imposes a nursing home purchase moratorium on those who own or have owned failing facilities for twenty-four months since their last violation.
Provides that each fire district, department or company required to provide enhanced cancer disability benefits for volunteer fire fighters pursuant to section two hundred five-cc of the general municipal law shall be entitled to reimbursement by the state for payments made in order to obtain the insurance coverage necessary to satisfy the requirements of section two hundred five-cc of the general municipal law.
Requires a call-blocking service to be provided in state contracts that include procurement of a voice service; provides that a voice service provider shall not be subject to civil or criminal liability for failure of a call-blocking service to block a call, or mistakenly blocking a call that should not have been blocked.
Provides a personal income tax credit in the amount of any fishing and/or hunting fees paid by members of the United States armed forces in active service.
Provides written notice of premium rate changes not less than sixty days prior to the effective date of such rate changes.
Requires a certificate of merit in actions for damages, contribution or indemnity arising out of alleged negligence of a professional licensed pursuant to the education law; establishes a party in an action for medical, dental or podiatric malpractice may not omit the name of certain experts in responding to a request; limits judgments for past and future damages in an action to recover damages for dental, medical or podiatric malpractice; limits compensation for noneconomic damages suffered by an injured plaintiff in any personal injury action to $250,000.
Authorizes the sheriff of any county outside the city of New York to issue pistol permits upon the approval of the county clerk.
Relates to aggravated harassment of an employee by an inmate; eliminates the requirement that an inmate causes or attempts to cause an employee to come into contact with blood, seminal fluid, urine, feces, or the contents of a toilet bowl by throwing, tossing or expelling such fluid or material.
Reduces the total amount that can be charged from one percent to one-third of one percent.
