Creates a veteran's home and land ownership loan program to provide loans to veterans to purchase homes or unimproved land suitable for building; requires such loans to be secured by a second mortgage.
Exempts owners of farms and the owners of multiple dwellings from complying with the scaffold law in certain instances.
Prohibits the increase of an employer's rate of contribution to the unemployment insurance fund due to the deployment of an employee into active service in the national guard or armed forces reserves.
Establishes an electronic open auction public bond sale pilot program for certain municipalities, to be administered by the municipality's chief fiscal officer; calls for an evaluation of the program annually.
Requires at-large electors to vote for the presidential and vice presidential candidate who received the highest number of votes in the state; requires congressional electors to vote for the presidential and vice presidential candidates who received the highest number of votes in each congressional district; removes and replaces electors who fail to vote in such manner.
Authorizes the abatement of real property taxes in certain cases of catastrophic loss and establishes procedures therefor; limits eligibility to one, two, or three family houses; applies to all municipal and school taxes.
Directs the commissioner of corrections and community supervision to establish contraband screening at correctional facilities including canines at the entrances and a third-party secure vendor mail program.
Relates to volunteer members of village fire companies.
Relates to the earnings limitations for retired police officers employed as school resource officers; $65,000 for the year 2022 and thereafter.
Provides for a referendum on the question "Do you support the division of New York into two separate states?"
