Relates to health care proxy information on driver's licenses

Maddy summaryThis bill adds space on New York driver's licenses for health care proxy information. It requires the back of every license to include the statement: "If you have completed a health care proxy form, you may list your health care agent here:" followed by space for the agent's name and contact details. The change directly affects all driver's license holders who have designated a health care proxy, allowing them to easily reference their proxy on a commonly carried document without altering existing proxy laws or requiring new fees.

Establishes a sustainable aviation fuel tax credit

Maddy summaryBill A 7308 establishes a tax credit for producers of sustainable aviation fuel (SAF) sold in the state for flights departing within the state. Starting January 1, 2025, producers can claim $1 per gallon, increasing by two cents for each additional one percent reduction in carbon dioxide emissions above 50%, up to a maximum of $2 per gallon. To be eligible, producers must obtain a certificate from the New York State Energy Research and Development Authority (NYSERDA). The bill defines SAF as liquid fuel derived from renewable or waste sources, excluding palm or petroleum, that achieves at least a 50% lifecycle greenhouse gas emission reduction. The total amount of tax credits issued annually is capped at $30 million, and any credit exceeding a taxpayer's liability will be refunded.

Provides lead service line identification for certain water systems

Maddy summaryThis bill requires certain public water systems (serving at least 15 year-round residents or 25 regularly) to identify lead service lines connecting water mains to properties. It defines "lead service line" broadly, including galvanized pipes downstream of lead lines or where lead connectors are used. Water systems must obtain property owner or occupant consent for free inspections, with a 30-day response window; if consent isn't received, occupants may provide consent. Inspections must occur within 60 days of consent, focusing solely on identification, not removal, of lead service lines.

Relates to culturally responsive lesbian, gay, bisexual and transgender education standards

Maddy summaryThis bill requires New York state schools to implement culturally responsive education for lesbian, gay, bisexual, and transgender (LGBTQ+) students. It mandates all public and private K-12 schools to integrate LGBTQ+ inclusive curriculum across all grade levels, including lessons on historical oppression and inequity. The bill also creates a graduation requirement for high school students to complete a course meeting these standards, adds a college course requirement for teacher certification, and requires ongoing teacher training on LGBTQ+ competency. Implementation will be guided by commissioner-developed rules, model curricula, and a school climate assessment tool.
