Provides that a minor from six to sixteen years being absent from full time day instruction for the purpose of sounding "Taps" at a military honors funeral held in this state for a deceased veteran shall be excused from school.
Establishes training and registration requirements for patient care technicians; requires training programs to be conducted by hospitals, residential health care facilities, home care services agencies, degree and non-degree granting institutions of higher education, or any other entity approved by the commissioner to conduct such a program; provides such training shall include, but not be limited to an overview of the roles and responsibilities of patient care technicians in hospitals, residential care facilities and the home care environment, an overview of various patient care services provided in hospitals, residential care facilities and the home care environment, and the legal scope of practice for patient care technicians; defines terms.
Provides for initiative and referendum in New York State for the People as electors to propose or reject laws and submit amendments to the state constitution.
Requires corporations to provide written notice to the municipality in which the canal is located and properties adjacent to such canal prior to commencing work along such canal; requires the corporation to hold a public hearing prior to commencing such work; allows for exceptions in certain situations.
Restricts electioneering activities within six hundred feet of a polling place or the entire property where a polling place is located.
Awards grants to municipalities for any non-transportation related capital improvement projects with a maximum cumulative grant award not exceeding $250,000 and makes an appropriation therefor.

Establishes the fire station construction grant program and the fire station construction fund; makes an appropriation therefor.
Establishes a moratorium on the building or placing of any permanent or semi-permanent wind turbine in the waters of Lake Ontario located within the state and within the jurisdiction and control of the state.
