Relates to the creation of an innovative housing initiative for persons with a developmental disability who wish and are able to safely reside in such a setting; directs the division of housing and community renewal to establish guidelines for the dissemination of disclosure materials for the offer and sale of interests in residential environments formed under the innovative housing initiative; creates an exemption from certain filing requirements for residential environments that are formed as cooperative interests in realty for persons receiving services under the innovative housing initiative.

Directs any moneys derived from new or increased taxes be used to reduce local real property taxes.

Designates a portion of the state highway system in the town of Parma, county of Monroe, as the "Specialist Jason Hasenauer Memorial Highway".

Establishes a five hundred dollar credit against income tax for nurses employed on a full-time basis for not less than six months and nurses teaching at institutions of higher education on and after January 1, 2022.

Establishes a sales tax exemption for certain products purchased for less than five hundred dollars commencing on the fourth Friday in November and ending on the twenty-sixth day of December.

Enacts the model overdose mapping and response act.

Deems an application filed with the New York state and local police and fire retirement system by the widow of Stephen L. Raymond as timely filed.

Requires the court to consider a child's health and safety when making a decision regarding child custody and visitation; directs presumptions that may be made by the court and admissibility of certain evidence in such cases; requires court officials to take part in training to handle such cases regarding domestic violence and child abuse.

Enacts the "cobalt and lithium mining and production divestment act" to prevent monies or assets of the common retirement fund from being invested in the stocks, securities or other obligations of any institution or company engaging in cobalt and lithium mining or production for the manufacture of batteries used in large-scale battery storage power stations and the primary propulsion systems for electric vehicles, if such company cannot establish through approved independent monitoring that their mining operation does not use child labor and that adult miners and other workers are employed under conditions that meet accepted criteria.

Authorizes the board of education of any school district in the state to enter into a contract for the sale of advertising space on school athletic fields owned or leased by the school district; prohibits advertisements for tobacco or alcohol products or for political advocacy; requires prior approval of all advertisements by the local board of education; provides that revenue be retained by the school district making such contract; provides provisions do not apply to cities with a population of one million or more.
