Establishes the office of the child welfare advocate to provide support to youth, biological parents, kinship caregivers and foster parents including prospective kinship caregivers or foster parents.

Prohibits digital application distribution platforms from requiring digital application developers to exclusively make their product available on such platform, or from requiring such developer to exclusively use such platform's digital payment system on such developer's digital application.
Establishes in the department of agriculture and markets a program to purchase fresh produce from farms located in the state and distribute such produce to areas determined by the commissioner of agriculture and markets to be food deserts and promotes opportunities for farm ownership among under-represented farmers, including farmers who are black, indigenous, or people of color.
Relates to communications union districts; allows two or more municipalities to submit to voters a proposition to enter into an agreement to operate a communications plant and deliver communications services to such municipalities.
Relates to the payment for services at addiction treatment centers operated by the office of addiction services and supports; requires that services shall not be refused at such centers if a person is unable to pay.
Provides for the phase-out on varying time schedules of state use of various categories of pesticides on state property; provides that it does not apply to certain antimicrobial pesticides; requires the department of environmental conservation to adopt a pest management plan for every state department, agency, and public benefit corporation; provides for waivers and exemptions.
