Requires nursing homes to spend at least the resident care amount necessary to achieve a required resident care percentage and a sufficient direct care service amount so it does not have a direct care service deficit.
Relates to judicial diversion programs; establishes a diversion part in each county.
Prohibits participation in torture and improper treatment of incarcerated persons by health care professionals; prohibits a health care professional from engaging, assisting or planning the torture or improper treatment of an incarcerated person; requires health care professionals to report torture and improper treatment.
Relates to low or moderate income housing projects; allows local zoning boards of appeals to approve affordable housing developments; provides for an appeals process to the division of housing and community renewal; creates a state zoning board of appeals within the division to hear such appeals; directs the division to conduct a study to integrate low income housing tax credit applications with the zoning application process under this act.
Permits voting by absentee ballot where there is a risk of contracting or spreading a disease that may cause illness to the voter or to other members of the public.
Relates to maternal depression screenings; requires maternal health care providers providing pre- and postnatal care or pediatric care to the mother's infant to invite the mother to fill out a questionnaire to detect maternal depression.
Directs the commissioner of the office of parks, recreation and historic preservation to conduct a legal review for the re-designation of Donald J. Trump State Park, in Putnam and Westchester counties to a new name.
Relates to creating the health emergency response data system, which collects information and statistical data relating to public health emergencies in order to assist the department of health, other government entities, health care providers, and the public in understanding and responding to public health emergencies.
Relates to failure to complete a program for time allowances due to circumstances beyond an individual's control.
Imposes an excise tax on sugary drinks; establishes a community health equity fund to utilize the revenues generated by such tax.
