Entitles each member of the legislature to bring one statewide piece of legislation of his or her choosing to the floor for a vote without a home rule message and committee review during each two-year term.
Requires the public service commission to conduct a review within fifteen days when a residential customer of a public utility company alleges that the public utility company has overcharged the customer for service and to refund the overcharge within thirty days; provides for penalties; requires the public service commission to promulgate rules and regulations.
Provides that a person who has previously been subjected to two or more petit larceny convictions within 18 months immediately preceding the charge and the aggregate value of the property exceeds one thousand dollars, the person is guilty of grand larceny in the fourth degree.
Authorizes the governing body or agency of a public school building to reject a designation as a polling place or an early polling place.
Prohibits the release, on parole or otherwise, of persons convicted of first degree murder.
Requires the department of criminal justice services to monitor desk appearance tickets and report on the rate which principals appear in court on such tickets.
Directs the commissioner of health and the president of the New York state energy research and development authority (NYSERDA) to study and make recommendations on the impacts of electric vehicles on personal medical devices.
Allows a police officer or district attorney certain discretion with respect to the obligation to file an application for extreme risk protection order.
Creates a crime data clearinghouse within the department of criminal justice services; requires such department produces a report on such data.
