Requires vision screening examinations for students using examination devices and testing methods, including, but not limited to, the Snellen Eye Test Chart and automated vision screening devices.
Authorizes the creation and issuance of a distinctive license plate for fire police.
Extends the timeframe for motor vehicle inspections for new motor vehicles sold within the state to five years from the date of sale.
Provides that certified handicapped individuals may use an ATV on public land for transportation purposes only, during the hunting season.
Provides for the establishment of a method for determining the lowest responsible bidder when negotiating state contracts that would incorporate quantifiable fiscal benefits.
Creates a bill of rights for people with developmental disabilities who reside in residences certified or approved by the office for people with developmental disabilities.
Provides judges more discretion regarding securing orders and limiting the lengths of certain orders; increases the lengths of certain prison sentences; repeals certain provisions relating to use of force by law enforcement; repeals certain provisions relating to access to premises for discovery by the defendant and motions to vacate judgments.
Directs the public service commission to study the feasibility and the costs of burying all or most of the electrical, telephone and internet transmission lines in New York state and to publish and deliver a report of its findings to the governor and the legislature, and requires new electrical, telephone and internet transmission lines to be buried underground.
Establishes the soil health and climate resiliency act; establishes the soil health program to assist farmers in improving the health of their soil; establishes the climate resilient farming initiative to promote and encourage farmers to reduce the effects of farming on climate change and to adapt to and mitigate the impact of climate change by improving and maintaining water management systems and soil health and resiliency.
Provides that members of the civil air patrol shall be entitled to paid leave for emergency services during a declared state of emergency.
