Establishes the "advanced building codes, appliance and equipment efficiency standards act of 2022"; adds the promotion of clean energy and the implementation of the climate agenda set forth in the New York state climate leadership and community protection act to the state energy conservation construction code; increases the efficiency standards of appliances and equipment by the state energy conservation construction code; increases the energy efficiency standards of appliances and equipment.
Prohibits state agencies from promulgating rules, regulations or any form of guidance requiring individuals under the age of eighteen who are not exhibiting COVID-19 related symptoms, as defined by the centers for disease control and prevention, to wear a mask or face covering in a public place or while participating in any recreational or organized sporting activity.
Requires the district attorney to notify victims by letter of the final disposition of the case within sixty days of such disposition in cases where such final disposition includes a conviction; provides such letter shall also notify victims of their right to make a victim impact statement; allows them to personally appear at parole hearings and make such a statement.
Directs the office of general services in consultation with the department of environmental conservation and the New York state energy research and development authority to prepare a state fleet procurement plan for the purchase or lease of state agency vehicles to ensure state agency vehicles will be zero emission vehicles over a certain period of time.
Makes various provisions regulating equitable siting of environmental facilities; requires environmental impact statements to state whether the siting of a facility will cause or increase a disproportionate burden on disadvantaged communities.
Relates to requiring certain information regarding evidence that provides the basis for each asbestos-related personal injury or wrongful death claim against a defendant.
Exempts health care professionals from preauthorization requirements where the insurer or health care plan has approved not less than ninety percent of such professional's preauthorization requests in the preceding six-month evaluation period.
Deems home instruction which is compliant with the provisions of 8 NYCRR 100.10 to be substantially equivalent in amount and quality to the instruction given to students of like age and attainments at the public schools of the city or district where the student resides.
