Requires vessels used for certain watersports to display a flag

Maddy summaryThis bill requires operators of vessels that tow people for watersports (like water skiing or wakeboarding) to display a specific flag. The flag must be international orange, at least 12 square inches in size, and mounted on a boarding or safety handle. It must be visible to other nearby vessels to clearly signal when a person is being towed, preparing to be towed, or finishing being towed. The rule applies directly to commercial and recreational operators of these towing vessels and takes effect immediately.

Relates to unclaimed lottery prizes

Maddy summaryThis bill requires lottery players to claim prizes within one year of the drawing, after which unclaimed prizes are forfeited. Unclaimed prize funds, including accrued interest, must be paid into the state lottery fund instead of being used for future prizes or promotions. It limits annual spending from these unclaimed funds to $60 million for prize payments or promotional activities, with any excess amount transferred to the state treasury at year-end. This directly affects lottery players who miss the one-year claim deadline, changing how unclaimed prize money is handled.

Enacts the "New York state window tinting safety and enforcement act"; appropriation

Maddy summaryThis bill sets a 70% minimum light transmission standard for front side vehicle windows in New York, directly affecting all vehicle owners with tinted windows. It increases penalties for violations, including fines up to $500 for repeat offenses and potential registration suspension, while requiring police to use light transmission meters during traffic stops and quarterly enforcement sweeps in high-traffic areas. Vehicle safety inspections must now automatically fail if front windows don’t meet the standard, and the state allocates $2 million for law enforcement to purchase meters, train officers, and run public education campaigns about the rules. The law aims to improve driver and officer visibility by standardizing enforcement and raising awareness.

Relates to requiring approval by the comptroller for a toll increase by the New York state thruway authority

Maddy summaryThis bill (A 2246) requires the New York State Thruway Authority to obtain prior approval from the state comptroller before implementing any toll increases. The authority must submit proposed toll hikes to the comptroller for review, who must issue a public report of their approval or disapproval within 60 days. The comptroller's findings are shared with the governor, legislative finance committee chairs, and their ranking minority members. This directly affects the Thruway Authority’s ability to adjust tolls and provides oversight to ensure toll changes align with financial obligations.
