Requires vessels used for certain watersports to display a flag

This bill requires operators of vessels that tow people for watersports (like water skiing or wakeboarding) to display a specific flag. The flag must be international orange, at least 12 square inches in size, and mounted on a boarding or safety handle. It must be visible to other nearby vessels to clearly signal when a person is being towed, preparing to be towed, or finishing being towed.
