Requires a pharmacy benefit manager to pay a participating pharmacy at minimum at the national average drug acquisition cost (NADAC) rate, or at the pharmacy acquisition cost rate if greater or there is not a NADAC rate, plus a professional dispensing fee that is at minimum the professional dispensing fee paid under the state medical assistance program.

Requires an operator of a covered platform with at least one million users to ensure that its covered platform provides a process to allow law enforcement agencies to contact such covered platform, which shall provide continuous availability of such process; provides that an operator of a covered platform with at least one million users shall comply with a search warrant within seventy-two hours of receipt under certain circumstances; provides that a court may extend the time for compliance with a search warrant under certain circumstances.

Clarifies that residents of the state and any policyholder, contract holder, certificate holder, or beneficiary of a policy, contract, or certificate of life, accident and health insurance may sue an insurer for violations related to misrepresentations, misleading statements and incomplete comparisons.

Provides that the requirement for advertisements referring to an insurer to include the insurer's full name and principal office shall not apply to digital advertisements.

Requires the council on arts to make recommendations on the renaming of the agency buildings located at the empire state plaza; requires the governor to choose the new agency building names within 60 days after the council's recommendation.

Provides that public officers and employees of the state who are members of the United States Air Force Auxiliary Civil Air Patrol or the United States Coast Guard Auxiliary Pilots shall be granted leave from work with pay to participate in emergency services during certain air force assigned missions.

Establishes a Mohawk River Basin district and Mohawk River Basin management program for management of such district to preserve, protect, restore and enhance the environmental quality of the Mohawk River.

Enacts the "student voter empowerment act"; requires each institution of higher education to designate a staff member to act as a student voting coordinator; requires such coordinator to develop and implement a student voting action plan to increase student voter registration and voting and democratic participation among students.

Requires the commissioner of labor, in consultation with the commissioner of agriculture and markets, commissioner of health and the commissioner of environmental conservation, to develop instructional tools and materials for occupations at high-risk of tick exposures; requires such materials to provide information on the identification of ticks and tick removal, and protection from tick bites; requires such materials to be available to high-risk employers and employees at no charge.

Establishes maximum contaminant levels in drinking water for certain per- and polyfluoroalkyl substances (PFAS); sets such levels at no higher than 4 parts per trillion (ppt) for perfluorooctane sulfonic acid (PFOS) and perfluorooctanoic acid (PFOA) and no higher than 10 parts per trillion (ppt) for perfluorononanoic acid (PFNA), perfluorohexane sulfonate (PFHxS), and hexafluoropropylene oxide dimer acid (HFPO-DA).
