Restricts the imposition of additional unfunded mandates on local governments by the state until such time as those mandates are fully funded by the state; provides for certain exceptions; provides that a three-fifths majority in each house shall override this restriction.

Relates to criminal diversion of prescription medications and prescriptions; establishes the offense of fraudulent prescription, dispensing and procurement of non-controlled substance prescription medications and devices; establishes the offense of unlawful possession of non-controlled substance prescription medications and devices.
Provides for the establishment of a registry system for medical orders for life-sustaining treatment (MOLST) and provides for use of such forms as an alternative to a nonhospital order not to resuscitate.
Requires that the state fund any program which imposes a mandate upon municipal corporations or school districts; establishes criteria for any exemption from such law if such mandate is ordered by the judiciary, pursuant to an executive order or requested by the locality; expands the reporting requirements of the mandate relief council.
Relates to rating of individual and small group health insurance policies.
Provides that bills which have reached order of third reading but which shall not have been acted on by the house before the end of the first year of the two-year legislative session shall maintain its place on the order of third reading until the house shall act on such bill or until the end of the two-year legislative session unless such bill shall have been amended, in which case such bill may be referred back to a standing committee for reconsideration; sets forth exceptions for budget bills, bills requiring a home rule message, constitutional amendments and bills requiring a fiscal note.
Directs the commissioner of health to evaluate existing needs assessment tools and develop additional professionally and statistically valid assessment tools to be used to assist in determining the amount, nature and manner of services and care needs of individuals receiving medical assistance and care.
Relates to percent of wagers made at off-track betting facilities conducted by in-state thoroughbred racing corporations.
Increases fines for obstructed farm and highway crossings.
Requires that sanitary gloves be changed after handling raw foods, performing tasks that do not involve food preparation or processing, handling garbage and after performing any other work where gloves may have become soiled or contaminated.
