Relates to mandatory training curriculum for election commissioners and key staff of boards of elections and to model poll worker training programs; entitles state agency employees to leave for election administration and training; requires the state board of elections to develop and provide to each county materials for a model poll worker training program which the counties may use to train individuals to serve as poll workers in state and county elections.
Provides a tax exemption for U.S. military reservists and members of the National Guard.
Authorizes municipalities to treat unpaid fines for building code and fire code violations as unpaid real property taxes and to impose a tax lien therefor.
Relates to motorcycle insurance policies and requires owners' policies of liability to inform the insured that motor vehicle no-fault insurance does not apply to motorcycles and that state uninsured motorist coverage is available in the alternative.
Relates to illegal dumping local enforcement grants; authorizes the commissioner to contract to make a state grant to local police agencies in conjunction with any municipal agency having authority over local sanitation or waste management for up to ninety percent of the costs to mitigate illegal dumping, not to exceed twenty-five thousand dollars for each recipient in a fiscal year.
Relates to the abatement of public nuisances and demolition and removal of unsafe structures.

Establishes the sober living task force which shall create best practice guidelines for sober living residences that illustrate the most appropriate and effective environment for persons recovering from a chemical dependency.
