Includes certain pharmacists as qualified health care professionals and authorizes such pharmacists to complete a waived test and directs the commissioner of health to establish a list of CLIA-waived tests.

Establishes the New York state clean energy tech production program as a self-directed program for industrial, commercial and large users in order to stimulate the growth and adoption of more efficient use of energy, greater use of advanced energy management products, deeper penetration of renewable energy resources, wider deployment of "distributed" energy resources, and storage.
Relates to requiring postsecondary institutions that participate in study abroad programs to report crime and harm that occurs to participating students.
Limits the initial prescription of a controlled substance for the alleviation of acute pain to a seven-day supply for users twenty years of age or older and to a three-day supply for users nineteen years of age or younger.
Directs the state energy planning board to conduct a study of the technical and economic feasibility of a one hundred percent renewable energy system and a reduction in greenhouse gas emissions.
Establishes optional pilot programs for the county of Westchester, for local police departments to use electronic scanning devices to determine whether or not the operator of a vehicle was using a mobile phone or portable electronic device near the time of an accident or collision.
Establishes the addiction prevention and recovery act of 2019; increases taxes on alcohol by fifty percent and allocates the increased revenue to a special fund to be used for the purposes of alcohol and substance abuse addiction prevention and recovery services and programs.
