Maddy summaryBill A 8130 authorizes sellers of petroleum products, including home heating fuel oil, to issue delivery tickets electronically. It allows customers to choose to receive required delivery information, such as quantities and pricing, on a cellular phone, computer, or other personal electronic device. This electronic option is available when the delivery system has the capability to issue such receipts, and it can be provided in lieu of or in addition to a traditional hard copy document. The bill amends existing law that currently requires mechanically prepared metered documents for these deliveries.
Maddy summaryThis bill requires industrial development agencies in New York municipalities to include a representative from a labor organization on their governing boards. It defines "labor organization" as any group formed for collective bargaining, handling workplace grievances, or worker protection (excluding company unions). Agencies must have 3-7 members, including at least one labor representative, a local government/business representative, and a school district representative. The law aims to ensure worker voices are part of decisions affecting local economic development projects.
Maddy summaryThis bill ensures students with disabilities attending non-public schools in New York have the same due process rights and equitable access to special education services as students in public schools. It requires school districts to create individualized education service plans (IESPs) for these students and allows parents to challenge decisions through established due process procedures. The bill clarifies deadlines for parents to request services (by June 1st for the next school year, or within 30 days of disability identification/residence change) and specifies that the student's district of residence must provide these services directly or via contract.

Maddy summaryThis bill requires the New York State Bridge Authority to install specialized fencing on all bridges it operates. The fencing must prevent climbing by using features like welded wire mesh panels, tightly spaced wires, and spike collars. It applies to all new bridge construction contracts and mandates installation within three years of the law's effective date. The measure directly affects the Bridge Authority and its contractors, focusing solely on the physical safety requirement without broader policy changes.
Maddy summaryThis bill allows unlicensed individuals to provide care to animals held by animal shelters under specific conditions. The key requirement is that these individuals must work under the supervision of a licensed veterinarian who has verified their training and provided a clear protocol for the tasks they perform. The law applies to all animals in a shelter's custody, including those currently waiting for adoption or redemption. By amending the education law, the measure aims to expand the pool of people who can assist with animal care without needing a personal veterinary license.
