Relates to the meetings of public bodies via video conference technology

Provides that a public body of a municipal corporation may conduct a meeting via video conference if the public body: provides an opportunity for the public to contemporaneously view and listen to such meeting online, makes a video recording of the meeting and posts the recording on the public body's website within five business days of the meeting; makes related provisions.

Relates to payments in lieu of taxes for the Long Island Power Authority

Provides that for the tax year starting December 1, 2022, payments in lieu of taxes shall not equal more than two percent of the increase in total tax rate for the current tax year over the total tax rate of the prior tax rate, if any, based upon the assessed value as reflected on the final assessment roll of the current tax year.

Relates to the weight and dimensions of vehicles carrying road salt

Provides that any vehicle which: has been issued a permit pursuant to subdivision 15 of section 385 of the vehicle and traffic law; is transporting road salt; and does not have a gross vehicle weight rating in excess of one hundred seven thousand pounds, shall be authorized to operate on all public highways and bridges at any time between the months of October and April.

Establishes the COVID-19 emergency homeownership stability program

Authorizes the commissioner of New York homes and community renewal, as soon as practicable and subject to the disbursement of federal funds expressly for this purpose to the housing finance agency, to implement an emergency COVID-19 homeownership stability program and issue an emergency homeownership payment directly to the eligible homeowner; makes related provisions.

Requires candidates for district commissioner of a special district to file statements of campaign expenditure and contributions

Requires candidates for district commissioner of a sanitary district to file statements of campaign expenditure and contributions setting forth all moneys and other valuables paid, given, expended or promised by such candidate or incurred for or on behalf of such candidate with his or her approval by any person, firm, association, or corporation to aid the nomination or election of such candidate or to aid or influence the nomination or defeat of any candidate to be voted for at the election.

Relates to villages with November elections conducting referenda

Enacts the "Long Island power authority rate reform act"

Enacts the "Long Island power authority rate reform act"; requires that the board of trustees of LIPA not approve a final rate plan until it holds a public hearing in each county within the service area upon at least thirty days notice to the public; requires that the department of public service shall not recommend a rate increase to offset revenue loss due to energy conservation efforts by consumers.
