Relates to veterans' eligibility for public housing; expands eligibility requirements to include veterans of the recent conflicts; requires granting of a preference for public housing to veterans or families of veterans who have a military service connected disability.
This bill establishes state-supported housing navigation services for New York residents with intellectual or developmental disabilities. It requires the state to create individualized housing plans, assist with housing programs, coordinate transitions, and develop sustainability strategies to help these individuals secure stable housing. The law mandates a statewide training curriculum for housing navigators and creates a multi-agency task force - including housing experts and state agency representatives - to implement and evaluate the program. The services will become operational starting April 1, 2027, with the task force required to report on progress and recommend improvements.
This bill gives tenant associations in assisted rental housing the right to be the first to purchase their building if the owner plans to convert it (e.g., stop offering affordable rents). To qualify, a tenant association must form with support from at least 60% of tenants and notify the owner and housing division. If a third party makes a "bona fide offer" to buy the building, the tenant association can match that offer or purchase it at the appraised value. The bill applies specifically to properties with federal, state, or city rent restrictions that keep housing affordable for low-income households.
Requires affordable housing units that are subject to the provisions of the Affordable New York Housing Program to be subject to rent stabilization at the end of the tax abatement and extended affordability period; provides that units subject to tax exemptions or abatements pursuant to other laws be subject to rent stabilization at the expiration of such tax exemptions or abatements.
Prohibits a landlord, lessor, sub-lessor, rental broker, real estate agent, or apartment rental clearinghouse from requesting from a potential lessee or a consumer reporting agency a consumer report for the purposes of evaluating a rental application; provides penalties for violations.
Establishes a five-year window for any entity participating in the New York state supportive housing program (NYSSHP) in good standing with such program to participate in a request for proposal to increase their contract rates up to ESSHI levels.
Caps the monthly maximum payment for hotel rooms to house homeless persons based upon the New York city housing authority Section 8 voucher payment standards.
Establishes the shovel-ready housing program under which certain municipalities, at their option, may pre-authorize parcels of property for the construction of housing; establishes a shovel-ready community tax rebate for taxpayers residing in municipalities that opt-in to the shovel-ready housing program; provides for annual apportionment to municipalities that have certified participation in the shovel-ready housing program.
Prohibits the collecting of information of historical or contemporaneous prices, supply levels, or lease or rental contract termination and renewal dates of residential dwelling units from two or more rental property owners for purposes of analyzing or processing of such information using an algorithm and of recommending rental prices, lease renewal terms, or ideal occupancy levels to a rental property owner.
Establishes the housing for an equitable reentry and opportunity (HERO) act to prohibit housing discrimination on the basis of criminal legal system involvement; defines criminal legal system involvement.
